Georgia video notary vs mobile — in-state remote online is not live; a Georgia stamp still means in the room

You have a document that needs to be notarized. A video notary is remote online notarization (RON). You stay put. A notary joins on a live video call. A mobile notary is a person who drives to you. A walk-in is a bank or UPS counter. In Georgia those three jobs do not share one license. A Georgia stamp still means the notary is in the room. A person in Atlanta can still finish a video session tonight, with a notary licensed in a video-notary state. Mixing those into one “is video legal in Georgia?” question is how papers get sent back.

This page is a notary scorecard. It is not a mailbox directory. Form 1583 is the Postal Service form you sign so a mailbox store can receive your mail. It appears here because mailbox signup is a common reason a Georgia owner needs a notary this week. The form is the use-case. The mailbox store is someone else’s product.

This page is not legal advice. An in-state commission is a notary license from Georgia. A Georgia-commissioned notary cannot perform remote online notarization. The Clerk of Superior Court in the county of residence issues that commission. Georgia Superior Court Clerks’ Cooperative Authority (GSCCCA) keeps the statewide list. There is no Secretary of State notary desk that turns on a webcam product. A bank, a commercial mailbox (CMRA), or the Postal Service still decides whether this packet may be remote.

The Georgia grade that is not a company letter

We grade the state rule first. Remote online notarization (RON) is a video session with a notary. A company cannot make a Georgia notary perform RON in 2026. A bill that has not become law does not change that.

Georgia (the state rule)

In-state RON
F
A notary commissioned in Georgia cannot perform RON today. NNA’s how-to state picker lists Georgia as “(Not Allowed)” (page last updated July 1, 2026). NNA’s overview: Georgia has not passed a law authorizing its notaries to perform RON. GSCCCA’s notary pages describe a traditional commission path only. House Bill 289 and related 2025–2026 bills are not the live rule.

B
A person physically in Georgia can still finish a video session with a notary commissioned in a state that already lets its notaries perform RON. The bank, county, landlord, or USPS mailbox store still decides whether this paper may be remote. One published desk: Georgia Department of Revenue accepts remote notarizations from notaries in states where remote notarization is permitted (ADMIN-2025-03). That bulletin does not apply to Motor Vehicle Division forms. That is DOR, not every desk in Georgia.
Walk-in / mobile backup
C
Bank lobbies and UPS Store counters exist during hours. A mobile notary is a person who drives to you. GSCCCA prints an authorized fee of $2.00 per notarial act, plus an optional $2.00 for a clerk certificate that the commission is in effect. That is the Georgia notary-act cap. It is not a company sticker and not a UPS price. That is the ink-on-paper path when the desk wants a Georgia stamp or the signer cannot pass the ID quiz.

The commission comes from the clerk, not a webcam signup

Georgia does not run notary commissions through a Secretary of State notary desk the way many states do. The Clerk of Superior Court in the county of residence approves and issues the commission. The term is four years. A resident of a neighboring state who owns a business in Georgia, or is regularly employed in Georgia, may apply in the county of that work. GSCCCA keeps the statewide notary index and issues apostilles. Those pages describe paper, a seal, and an in-person act. They do not sell a remote-online registration product.

GSCCCA’s Georgia Notary Law summary is the official short version we use. A Georgia notary has authority anywhere in Georgia for classic in-person acts. A seal is required. The notary signs the notarial certification in ink, using the commission name, and records the date except on some real-property papers. That ink-and-date rule is O.C.G.A. § 45-17-8.1. It is not an in-person electronic notarization (IPEN) statute. Vendor blogs that cite § 45-17-8.1 as a webcam or electronic-seal path are reading a different law than the one on the page. We did not find a primary enacted statute that authorizes a Georgia-commissioned notary to finish an electronic-seal act. The commissioned path we can cite is physical presence and ink.

As of January 1, 2025, a Georgia notary must keep a written or electronic journal entry for each notarial act performed at the request of a self-filer. GSCCCA lists the fields: the self-filer’s name, address, and telephone number; the date, time, and location; the government photo ID used, or personal knowledge; ID elements including any identifying number; the self-filer’s signature; and the type of document. That is a paper-or-electronic log for a self-filer. It is not a remote-online recording rule.

House Bill 289 and related 2025–2026 bills would create a remote-online path. Committee action is not authorization. Until the General Assembly enacts a statute and the commissioning clerks have a live product, a Georgia-commissioned notary still has to be in the room.

What actually needs a notary on a Georgia LLC / bank stack

Georgia LLC articles of organization are filed with the Secretary of State. O.C.G.A. § 14-11-205 says an organizer, member, manager, or attorney-in-fact signs and prints a name and capacity. We did not read a notarization requirement in that statute. The Corporations Division filing-procedure sheet we retrieved prints that the signature does not need to be notarized. Confirm the live form on the SOS business-forms page. People still show up asking for a notary because a bank, a processor, a landlord, or a mailbox asked for a sworn statement on a different piece of paper that sits next to the LLC.

Document Typical notary question Video vs ink on paper
GA LLC Articles of Organization (SOS) Usually none for the SOS filing itself. O.C.G.A. § 14-11-205: signature, printed name, and capacity. Confirm the current form instructions. Do not buy a video session because a blog said “LLCs need a notary.”
Bank signup papers (resolutions, signature cards, sworn statements) The bank’s current checklist. Some desks accept an out-of-state video notary. Some want ink on paper and a Georgia license. Ask the desk before you pay $25. We will not invent a bank’s notary rule.
Operating agreement or power of attorney the bank requested The stamp type printed on the form. Video is often enough if the desk accepts a stamp from another state. If they say “Georgia notary, in person,” that is a mobile notary or a walk-in.
PS Form 1583 (mailbox signup) Yes, a notary public licensed in a U.S. state, territory, possession, or DC, or the mailbox store employee in person. June 2024 form. The form’s own note allows a live video call. Many mailbox apps sell an in-app video notary. Using a random PDF stamp is a common reject. See the 1583 page.
County trade name / DBA, real-estate closing, or clerk-recorded paper The clerk, title desk, or closing attorney, not this site, decides whether a remote act is enough. We have not read a current statewide video policy for Georgia closings. If the desk wants a Georgia stamp in the room, do not buy a video session to argue with them.

We do not publish a bank-by-bank or county-by-county “accepts video” list we have not read on that desk’s page this month. If you need the operating address so a bank will open the account, that is a different product. It is not this site’s directory.

Open all night versus booked, in this state

If the notary must have an in-state commission, you are shopping store hours or a booked house call. That is the F on in-state RON showing up as a calendar. If the receiving desk will take a video act from a notary licensed in a state that already lets its notaries perform RON, then all-night service is a real option. Company availability letters live on the directory, once.

The ID check on a video call is not a courtesy. Companies print an ID scan and a quiz from your credit file. Signers with a thin U.S. credit file, a new tax ID, or a foreign passport fail that quiz more often than ads admit. That is when a mobile notary or a walk-in stops being “old fashioned” and becomes the product that can finish.

The $2.00 in the GSCCCA fee schedule is the Georgia notary-act cap. It is not a promise that a video company’s checkout stops at $2, and it is not a UPS price. The consumer starting prices we cite on company cards, about $25 a session, are still the official pages retrieved August 2026.

Company letters live on the directory

Availability, identity check, and session-record letters for Proof/Notarize, NotaryLive, OneNotary, BlueNotary, mobile, and walk-in are on the directory, once. This page keeps the Georgia rule and the document table. Official starting prices we cite: NotaryLive about $25 per session; Proof/Notarize about $25 for the first stamp and $15 for each extra stamp; OneNotary online about $25 and mobile from about $80. We do not invent a session price for BlueNotary. Independent Georgia mobiles are not that OneNotary sticker. Counters set their own prices.

Form 1583 as a Georgia use-case, without becoming a mailbox review

USPS will not let a commercial mailbox (CMRA) hand you mail until PS Form 1583 (June 2024) is complete. Form 1583 is the Postal Service form you sign so that store can receive your mail. You sign in person with the store (or an authorized employee) or with a notary public. The form’s note allows a live video call. A Georgia signer can use an out-of-state remote notary. A Georgia-commissioned notary cannot finish that video session. That is closer to California than to Arizona, Florida, Illinois, New York, or Texas.

What we will not do here: grade mailbox brands, pick an Atlanta storefront, or explain store flags. Those are mailbox questions. The notary question is: did the session match the form (U.S.-licensed notary, two IDs, home address matching the address ID), and will the store accept that session? Details live on Form 1583 notarization.

A sequence that usually wastes less money

  1. Read the receiving desk’s current instruction. If they printed “Georgia notary, in person,” do not buy a video session to argue with them.
  2. If they accept an out-of-state video notary, use a company whose notaries are licensed in states that already allow RON. NASS and NNA are the country sources. The company’s live notary pool is the day-of fact. Do not assume a Georgia stamp can appear on that call.
  3. Budget the extras from the official page, extra stamp, extra signer, witness, before you upload a six-signature packet at the $25 sticker. The $2.00 in the GSCCCA schedule is the Georgia notary-act cap, not that checkout.
  4. If the ID quiz fails twice, stop retrying overnight. Switch to a mobile notary or a walk-in. NotaryLive’s own FAQ describes a Personal Verifier path. That is their product, not a universal escape hatch.
  5. Keep the session confirmation. The value of RON in a later dispute is the recording. The value of a walk-in is the ink the desk already said it wanted.
